On Wednesday, December 9th at 11:00 a.m. in the Capitol Visitors Center - Emancipation Hall, Members of the Congressional Black Caucus and House and Senate leadership will commemorate the 150th anniversary of the ratification of the 13th Amendment to the U.S. Constitution, which abolished slavery in the United States. The President of the United States, Barack Obama will deliver the keynote address.
